Don't know what certificates you are talking about but I suspect they are all windows based if you feel that Windows subsystem for Linux is true Linux.

It's an emulation to run elf packages and allowing X11 applications (which has been possible using xming in Windows through an SSH connection to a nix box for decades now.

It is not running the Linux kernel at all, nether is it using the any of the Linux file systems and /or security.
Urgh, So what you are telling me is, if your a gamer and developer you are not going to install that nifty little ubuntu into your Windows terminal so that you can install the needed tools (LAMP) to run your webserver?
I guess not because you looking for security in a dev environment. LETS remove the fact that many who search for LAMP on windows would prefer using Ubuntu that's installed because it makes life easier. You simply jump onto the CMD and run apt-get or whatever you want to. You are able to chmod and so forth.
It seems that you are the type of person always looking for something wrong. So you probably use XAMPP / MAMP PRO just because you can hit a button and boom it's installed.
Don't use the ubuntu in windows if you don't like it. I simply stated its possible to directly install Ubuntu within windows and have MOST commands available at your finger tips. STOP looking for something wrong with Windows and how they embedded Ubuntu inside. They did it, yaay be happy, move on. I hate windows but if you want to play a game and code, you not going to install freaking CentOS now are you?

Creating Test Dev Environment Locally = Smart. hmmm, but does that local machine really need a security patch when the MACHINE NEVER will hit the internet ? NO (Sometimes if you are using port forwarding).
Connecting to Web Server (not local) = Excellent. Meaning you have a server to connect to using SSH. Will the simple tool in the ubuntu install work hmm lets see YES. You can connect using the cmd now. Instead of downloading putty or some other 3rd party non-sense.
