I don't have any experience with your specific car, but 2004+ VW Polo's exhibit the same behaviour. The power steering pump on these cars are now electric, not belt driven off the engine as older cars were. A quick check under the bonnet will tell you.
If you're near BP on Rivonia Rd, they do sell OB1 (cash only). I found OB1 visibly (via VCDS on my old Golf) reduced timing change. This was on a stock car.

Yup at that price, a TDi is going to have the best "tunability". Just remember even old lady driven TDi's can mean a sticky VNT mechanism.
