So making a long story short, I applied for a position internally and failed to get the position at the end of the day. The manager of the department came to me today (a week after the interview) and asked if I have heard anything about the position from the guys higher up. I showed her the mail I received from our HR saying that my application was not successful. She was shocked as she thought that I was getting the position. Would it be acceptable for me to ask the HR why I didn't get the position or do I just continue going about and never speak of it again?
 
I don't think asking why you were declined is out of order.

I'd certainly like to know were I in the same position. Am I lacking skills, experience or something else etc. These are good to knows.

How else will you know how to improve? Although the answer might be something completely stupid that will make you want to quit so guess it's up to you lol
 
You are allowed to ask, and normally it would be in the company's interest to rather promote the person that already knows something about the company rather than a brand new employee. There are multiple reasons why they would also not promote you, for instance you are needed in the position that you're in because of your set of skills.

Just remember not to overthink it and walk in while already thinking you know what he/she is thinking and wants to say. Try and go in with a positive attitude and I'm sure you will be given a reasonable answer.

And remember.....dont help the guy that got the position. He should know the job.

Problem with this is. If I can explain per example.
Sometimes the person who got the job was transferred as per request into an available post, already at that level of pay-grade. Then that person does not necessarily know the work, but will be able to do it properly in a couple of months.
Its sad when it happens. Just try to find out what happened, like get the scores you and the new guy got in the interview perhaps. Then at least you will know whether it was fair play or not.
Then just try again. Your time will come.
