And how I resolved them...
First, I actually thought I was on 1803 all along but I was still on 1709. So I saw tonight it wanted me to restart and update, so I did. Updates ensued.
At that point, after the update finished, I thought, cool, new update, new GPU drivers so I updated to the latest AMD Adrenalin 18.5.1 package.
Bad idea. It's buggy on 1803, at least with my system.
Once it all completed Windows booted fine but my Eyefinity config was lost and the desktop wallpaper was set back to default. I was left with a single monitor. So I go into Display Settings, extend the desktop to my two side displays, which worked, but all of a sudden I'm getting bad mouse lag. And it wasn't just the mouse. Certain application processes seemed to be lagging as well. Like short little freezes. This drives me nuts.
So I use DDU to uninstall and then reinstall. Same result. Then I decide to go back to 18.2.1, which fixed the lag issue, but I couldn't open the Advanced Settings in Eyefinity to create my display group. It just refused to launch at all. If I had hair, I would have been pulling it, but I'm bald, so I was figuratively kicking myself in the nuts.
However. Come to find out, if you install C:\AMD\Win10-64Bit-Radeon-Software-Adrenalin-Edition-18.5.1-May23\Packages\Apps\CN\CCCSlim\Core-Static-Net4\ccc-slim.msi from 18.5.1, it fixes the Eyefinity Advanced Settings launch issue, even if you're running 18.2.1. But I wasn't cool with this approach. I'm OCD like that and prefer to use a driver that works uniformly as intended.
The solution? Use driver version 18.3.4. All is working fine now and I am happy. Didn't try the 18.5.2 beta, though.
I just thought it might be helpful to post this for other AMD RX-400 and 500 users.
Anyone else experience this problem? What say you?
Cheers
