so used CPU Core Parker - and set the CPU to Max Turbo boost as it's main default clock speed and made sure all 4 cores we're utilized and this was the result in the gaming ... Same settings , everything ..
Completely maxed out RAM.
Do the test at 1280x720 now
Still does the same thing....
There's not much different here ... Between the 2600k and 8700k... I don't understand what's up with my system

Yo bud. I have an I7 3770 with 1070. I can sence a bit of bottleneck when I play but majority of the time my CPU provides enough power. A 1080 TI with this CPU is a bottleneck without a doubt I saw the first imagine you posted of BF your CPU was around 33** MHZ meaning it is not even turbo up to 3.6 or 3.9 MHZ I would just check this setting in power options
But that is just my 5c oh and 8gb of ram is Min amount needed upgrade to 16. BF 1 takes about 11 gb when I last played so BF 5 won't be that much different.

I remember in bf1
When I only had 8 gigs ddr3 ram running on my 1080ti the game would be so slow and literally windows shows almost 100% usage.
It was horrible.
Soon as I added that extra 8 gigs it was like butter smooth. So ram made a huge improvement in that regard for me
