You generally run a monitoring program like msi afterburner with the on screen display and look at the values provided while playing a game at a given graphic setting, as a loose ball-park-rule-of-thumb guideline if your cpu usage is [frequently] above 80% and your gpu usage is below 90% then it's your cpu bottle neck, if gpu is above 90% and your cpu is less than 80% then your cpu is not the bottleneck (a high gpu usage does not mean it is a bottleneck, it just means it is working at [near] full power for a given workload. Issues with the gpu will be seen visually with low fps and graphic/render details).

Note I said it's a loose guideline, there are other factors that can contribute to the overall performance such as single vs dual channel ram.
Okay even if its just a ball park rule, I think the CPU is definitely the bottle neck... 10min of gaming

So I'm struggling to get good frames out of my 1080ti on 1080p res low quality settings between 40-55fps.

Increase your graphics quality [up to max], put more workload emphasis on your gpu instead of the cpu and see what happens, but yes it does seem to indicate your cpu is holding you back.
 
Im running wz2 very smooth on ultra with a i5-9400f, 16gb ddr4 ram, ssd and 3060 gpu. Was getting 49fps on low settings as well as high bud, also tried all the settings the only thing that sorted it for me was reinstalling windows and only having nvidia drivers, battle.net and wz on the pc. Performing on max settings really smooth now and constant frame rate. 1080ti has more then enough juice and the cpu should carry it as well :/ but yah that was my solution to a very frustrating situation with wz2
 
On a side note, my friend and I are both seeing +-20GB total system RAM use while in the benchmark run so that’s a clue for everyone still on 16GB, and another friend of mine says the game is unplayable on a 1660 Ti. Obviously unplayable is a relative term.
What benchmark run is that? Is it in the game itself? And you say it is using up to 20gb of RAM?

I was under the impression 16Gb would be ok for now in this game.

Well seems like this will have to be my next move, will be crap if its all for nothing but worth a try hehehe.

Well then assuming there are no other constraints then on face value you need a better cpu.

In-game yeah. I thought it was a fluke, but my friend reported seeing the same thing. I have no idea how COD has become so resource intensive because the game looks like shit, for lack of a better word. It’s one of the worst looking AAA games I’ve played in a while, and I’m not just saying that. I’ve been playing COD at medium-low settings since it gained prominence on PC in 2019, and this one looks the worst by a country mile.
 
I am getting 115/120 with my 1080Ti and I am running 1440 high settings
 
So believe it or not, reinstalling my windows gave me 62-70 fps on 1440p resolution (default settings, tweaked nothing).... Case close... I'm happy with that
