Upgrading from a RTX 2060

Hey guys,

My partner is a Twitch streamer and wants to stream Starfield, but her GPU doesn’t meet the minimum requirements. Looking at upgrading her GPU we are facing a few complications and I was hoping to get some perspectives and advice on the best move forward.

Her current hardware:
CPU: Ryzen 5 5600
MOBO: MSI B450 Gaming Pro Carbon AC
GPU: Asus RTX 2060
PSU: FSP HYDRO MX 650W

Here are some of the options I’ve been looking into:

RTX 3070 - buy a second hand 3070 that fits the recommended 650w PSU (+/- R7k)

RTX 3070 ti - buy a second hand 3070 ti, but that would require buying a larger PSU (+/- R7k + 2k)

RTX 4060 - buy a new 4060, in the current market the price to performance seems pretty decent. However, her MOBO only has PCIe 3.0 and the 4060 only uses x8 lanes of a PCIe slot. In short we’d have to get a MOBO that has PCIe 4.0 (+/- R7k+R2k)

RTX 4070 - Bite the bullet a just buy a 4070 (+/- R15k)

Any thoughts or advice would be greatly appreciated.

Have you looked up the real world performance loss using pcie 3?
I have looked into it and the performance loss is negligible for most Nvidia PCIe 4.0 cards, however the 4060 only uses x8 of the x16 lanes so the performance loss can be as much as 20% from what I've seen
 
Wouldn't a used 3060ti make more sense?
3060ti has 16 pcie lanes, 256bit bus and it's cheaper.
They can be had for <R5K and it's a decent upgrade over the 2060

4060 = 91fps
3060ti = 102fps
3070 = 112fps

Close to 0%.

PSU: FSP HYDRO MX 650W
The 650w is plenty, even for a 4070 (despite the 'recommended' size - they tend to oversize). Besides, on any of those cards, I'd recommend running an undervolt profile which will shave off 50w (often more) easily.
