Help with VOX cancellation

Hi all! Hope this is the right place for this.

Anyway fibre has come to my area and I placed preorders with two different ISPs, Vox and Axxess, upon confirmation of the fibre being live from Axxess (no communication from VOX whatsoever) I decided to place my order with Axxess, since I had not heard back from VOX I assumed it was bad device as usual from them, fast forward a few weeks and I don't hear from Axxess so I contact them to check the progress on the order since the router was already delivered, they tell me that another ISP is in the pool and they need to move out of the pool for Axxess to start installation, so I contact VOX because they were the ISP in the pool, I speak to several people over the course of over a week to cancel the service and cancel their place in the pool and every person I speak to says they'll do it, but they never do, I'm seriously fed up with their terrible service.

If anyone has any advice or recourse I can take let me know, just tired of dealing with them at this point.
 
What FNO is it and what is the precinct status? If it's still work in progress it can take months to complete.
