It is not and that statement isn't based in any scientific fact whatsoever. It's all very much pseudo science. Just turn down your brightness if you find it uncomfortable, no need to change the colour palate.
There is no evidence whatsoever that light mode even causes strain, never mind damage and therefore being "bad" for your eyes. It leaves no lasting impression whatsoever as your eyes are made to adapt to light input...kind of literally the job of the pupil you know.
There is plenty of evidence though that dark mode is harder to read...ask yourself why the eye test happens on a white background with black text because it's been proven to be easier to read. Walls of text in studies are also read faster and more accurately in positive contrast polarity.
End of the day Dark Mode is only a design thing and people use it because they like it, not because it's better.
However dark mode on the other hand can be very bad for people like myself with extreme astigmatism as it causes halation which basically makes all the text "flicker" or "fizzle", hard to explain but makes it near impossible to read especially the extreme white on black variety that Carbonite theme uses over the usual grey tones and causes headaches pretty quickly for needing forced concentration.
Over brightness is the real problem and that's easy to solve...just turn it down or even better use ambient light sensors. Ironically most people using dark mode turn the screen brightness even higher, which is the real thing that's bad for your eyes. Lower brightness light mode for most normal people (not suffering very specific conditions) is better for your eyes than high brightness dark mode.
That being said it's all about having the choice.
