Any tech gurus able to help me unlock an android stuck in OEM lock mode?

I am the owner of a Motorola Z3 Play.
It's been good to me for 7 months, until today that is when my son dropped it in the swimming pool

These phones have no IP67/8 ratings due to the connectors on the back which are for adding "Moto Mod" accessories such as speakers, printers, projectors and other nifty gadgets.

Today I panicked after retrieving it from the pool, ran inside, dried it off as quick a possible with a towel, and shook at as much excess water as I could, and even used my sisters hair dryer. To my delight, the phone's LCD is coming on 100%, and I can see there is no damage to the screen, BUT...Im not sure if the touch screen is damaged or whether there is a factory OEM lock on it, because at the top left of the phone there's a little locked icon that wasn't there before, and the touch screen is no longer functional.

I can take screen shots, and I can hear the Audio, I can even do one of those "hold volume down and power button" boot ups to get into the Android terminal, and I did a wipe of the phone, but I just cant get past the blue Welcome screen.

Any one of you guys able to help me here?
I really just want my phone to work again, I really like this phone.

PS: The Screen I am stuck on is this screen but unlike this guy tapping certain buttons on the touchscreen, I am unable too.

 
Water lock? Still wet, Do the rice thing.

Thanks but it never worked, trust me, rice was the second thing I did after the hair dryer thing.
Took it to a local cellphone store and when they attempted to heat the screen up a they normally do before attempting to remove the display, the phone short circuited at the top left of the screen. and it died officially.

RIP Motorola
 
The rice isn't a thing you try quick. You're meant to leave it for a week or so. But yeah, it worked better in the removable battery era.
 
Did you try putting it in the microwave?
