Advice on CPU vs GPU bottlenecking for potential upgrades

Hi there

With the 30 series cards coming, I'm debating my options for upgrading and considering where the bottleneck in my rig will lie.
Current setup:
  • Intel Core i5 9400F
  • Asus ROG Strix H370F
  • 1 x 16GB Corsair Vengeance LPX 2666 Mhz
  • Asus Geforce GTX 1660 Ti Dual OC 6gb
  • LG 24gm79g 144Hz 1080p monitor
Currently mainly playing Warzone, LoL, a few older AAA games and some indie games. Definitely looking to pickup Cyberpunk 2077 and potentially the next Battlefield installment.
In Warzone (and previously BFV) I would get 80-90 FPS with High settings (prefer a bit more fidelity in these games), but CPU and GPU usage would be very high.

GPU temps are also quite high (75C with an aggressive fan curve), but from what I've read, the card is notorious for bad cooling. I have 2x 120mm fans for intake and 2 more for exhaust.

So, my questions are, with my current setup, would it be worth my while to upgrade to a 3060 or 3070? (3080 would be overkill and would probably require a PSU upgrade too)
If the CPU then becomes my bottleneck, my best option for upgrade would probably be a i7-9700, as my motherboard has a LGA 1151 Socket, so I can only go up to 9th gen. Would I need to upgrade this too?
And independent of the aforementioned upgrades , would there be any perceivable improvement in performance by obtaining another 16GB of RAM for Dual channel usage?

From what I've found, the most worthwhile line of action is to probably forgo the upgrades for now (I think I should be able to manage 60FPS on medium settings for Cyberpunk) and just drop the cash for a complete upgrade in a few years time - at which point I might go for 1440p, so I'll need a new screen too etc etc. Any input appreciated.

What psu do you have? Unless it's bottom of the barrel, a 3070 will probably run fine on it. Your cpu isn't too power hungry either (at this point ofc)
 
It's an Antec EA650G 650w. I checked using an online calculator and the 3070 should be fine, 3080 will be cutting it close/ not sufficient
 
A 3070 may be already be overkill for 1080p, even at 144hz 👍🏻 Your cpu would definitely be bottlenecking hard by that point
 
Yea honestly I would wait for AMDs new GPU and CPU line-up and then see how things work out pricewise.
 
I saw some videos where even 10900k@@5ghz bottlenecks the 3080 @1440p so you can expect the i5 9400f to bottleneck hard especially at that clock speed let alone 1080p. I am not the most knowledgeable but i believe people here will help you
 
I agree with the team here. Think about it this way: you could spend 5k-ish now on a 9700k, and get a small FPS increase. Or you could save up and spend around 12k????-ish (no idea what the rumoured price range is here) on a 3070 and get a HUGE fps increase. Yes, your 3070 would perform better with a 9700k - but the performance bump will be a LOT smaller than upgrading your GPU. Unfortunately for you, the high frame rate bug has bitten you, and to average 120+ FPS on AAA games at ultra, you will need to upgrade your CPU eventually. But by the time you've saved up again and are thinking about a CPU upgrade there will be new options available from AMD and maybe even Intel so you can do a full mobo/CPU upgrade. (Or just get a 9700k, still a great chip for gaming). So upgrade your GPU first, for sure.
 
I think it'd be smarted to upgrade the monitor than the cpu 🤷🏻‍♂️👍🏻
