Looks like all of you are missing the point here. The original asker was saying that he wants ordinary internet traffic to be routed through primary WAN. and then VPN1 and VPN2 be used via policy based routing for specific IP addresses. You can also use simple queues to govern the bandwidth used so that the devices that needs the main internet route not to throttle the VPN connection.
I have used this method for many years for my internet connection at home behind a Mikrotik RB 951Ui-2Hnd which works perfectly for me. Upgrading to a 100/50 meg line, likely needs a router upgrade to Gigabit ethernet and maybe a little more processing power.
