Spring screws for CPU Cooler

Quick question, the spring screws used to mount the cooler to the bracket on the back of the Mobo, do you have to screw it all the way down until it is fastened and tight or can it sometimes be too much pressure and should leave it a little less than fully tightened?

Nevermind, got it to where it needs to be, stuffed up hard by not checking RAM clearance and now my only option is to squeeze it into the tightest space right by the rear exhaust fan[emoji85]
