Replacement fans for Asus ROG GTX 980 Ti Poseidon edition

Reason:
2nd fan not working on cooler.
- I'm really just looking to source a solution locally, as COVID means I can't ship it in currently via AliExpress.
- Fan spins up at boot for a couple turns then stays dead.
- The fan itself spins fine when powering the 12V and GND lines of fan directly from a small 9v battery.
- I've tested the PCB power pins and they seem to be okay, since the one fan spins and controls fine via MSI afterburner.
- The problem seems to be the PWM of the fan itself. Taking the PWM wire (blue) out of the connector for the second fan lets it spin at full speed 100% of the time, but its helluva noisy so need a workaround for that.
