Online Marketing & Tenders?

Hi there

I now its 2 different things but hopefully someone can point me in a direction.
I have my own electrical business but im looking for someone that can help me with my online marketing (google, Facebook Etc)
I have used 2 different companies and im just not seeing much happening.
I dont expect things to happen in a week the first company i used for about a year then the sec is about 6 months.

Im just looking for someone who can push my online presence in the right direction.

Then Second thing if someone who knows anyone who deals with tenders not for the goverment.
So sourcing the tenders and sending them my way.
