It's a single SIM then.

There is a step to possibly unlock the phone, it might also brick the phone during flashing. It also might void warranty or require root access. Some buyers might not know how to do this or not want to do this.

You should state single SIM or you are misleading buyers. You can state there is a possibility of unlocking the phone to dual SIM and provide reference to it - but it is not a dual SIM out the box.
