Selling on behave of my dad read carefully

Condition: When it does post PC works perfect . But lately most of the time the PC does not post display . But when it does come on the PC works perfect . Not sure what the issue could be so I want to sell it to get him something else for watching YouTube . Also the previous owner run a USB cord from the cooler to one of the USB slots . He told me it makes the CPU fan to spin faster and rubbers / Screws are missing at the bottom . The previous owner added screws as stand offs which gave the PC a lift . Which seem better for cooling
I am selling the PC AS-IS no returns.
I also recently try to reset the windows thinking it might be a drive window error but no luck
