No PIFs will be given to people with an Feedback score lower than 3. So, in order to participate in PIF, you need an Feedback score of at least 3. You can put up something for PIF with a lower Feedback Score though, that is allowed.

You need to buy or sell 3 items to get 3 itraders.

• You cannot "bank" PIF allowances. That means that you can't give 10 things away now and pick off things to take in the future.

• No PIFs will be given to people with an Feedback score lower than 3. So, in order to participate in PIF, you need an Feedback score of at least 3. You can put up something for PIF with a lower Feedback Score though, that is allowed. UPDATE: This limit expires for PIFs older than a month. If there's no interest in the item after a month, 0-rating members can take the item. The other rules still apply.

It's great that you gave away that CPU to @RobertZA, but you still have to be a member with 3 itraders to partake in taking of stuff from PIF. It's unfortunately due to idiots abusing the system previously.
