I got this when I was still a kid with my PS1. My uncle brought it over from the UK. The PS1 is long gone and this was packed away in a box for years. Took it out 2 years ago to try and get my son to use on the PC/PS3 but whilst waiting for the adapter from Amazon I got him a Thrustmaster entry wheel.
It comes with a adapter to USB and the wheel does work on PC and PS3. On PC I used steam and the brake and accelerator work but it seems to be mapping these to the X and Square buttons so you probably lose using these buttons in the game. On the PS3 the wheel functioned but I never spent time trying to get the accelerator and brake working - probably due to the same issue as PC.
I never had a PS2 so I assume it should work fully on this console but cannot confirm.
Wheel is about 270-300 degree rotation only.
The force feedback adapter comes with the UK plug and adapter, but I believe it works on the PS1 titles that had the game feature.
It has suction cups on the bottom and also has some table clamps.
FYI
