I have a Dell Inspiron 3593 10th Gen laptop. The HDMI output is limited to a max resolution of 1920x1080@60hz. This is due to the hardware design of the motherboard, as confirmed by Dell. Even though the integrated GPU is capable of more, they decided to use a lower bandwidth topology on their motherboard design.
 
WOW, I'm impressed for a 54 year old to know what much about the port technology, big ups to you...

Also keen on screen, please confirm if have anyone to vouch for you ?

I have a 7390 Dell latitude and need to know whether this one is compatibke...where do I check?

I can vouch for this - I did the research for Nina and tested the screen etc.
Screen is brand new, and is unfortunately incompatible with the laptop - tested on multiple 1440p monitors to confirm that the laptop was the issue.

@SPWM it should work fine on that laptop - i tested it on a Latitude 5400 and a Thinkpad T590.
The design flaw seems limited to a specific range of Insprirons (3593/5593)
