Can you perhaps explain in simple words what is the use of this?.

You use it to design and/or prototype your own hardware based on the BLE chips. It is almost the same to the BLE chips than what the Arduino is to the ATmega chip. It gives you an easy way to interface and test the chips without having to design your own hardware first.
