What about it is broken. Is the panel broken or is it just not turning on?

Apologies, the full report is:

This monitor does not power on at all.The PSU and Panel are defective/blown.

Possible reasons for this set going defective: Spikes in the electricity supply could have caused the screen going defective. Change overs during loadshedding and/or other causes (such as a neighbour using a welding machine) may lead to a variation in AC voltage and at the same time the DC voltage on the panel.

To repair this set, the PSU and Panel should be replaced with new.

The total repair cost will be R17 332,95Vat Incl.

So the PSU is dead. The panel switches on with a new PSU (they swapped out to provide the damage report) and there are vertical lines going down the screen. Uploaded an image to google drive
