Powercolor AX: PowerColor AX7950 3GBD5-2DHV5E Radeon HD7950 Boost-State 3GB 384-bit GDDR5 PCI Express 3.0 x16 Desktop Graphics Card - Includes 4 Free Games (AMD Golden Tier + Crysis 3) - Wootware
Powercolor PCS(fans only): PowerColor HD 7950 PCS+ 3 GB Review
Sapphire card(with above fans+HS):Single Fan Non-Reference Design Sapphire Radeon HD 7950 Pictured

Notes:
The fan failed on the Sapphire card but it clocked better than a Powercolor PCS 7950 card I had so I swapped coolers.
Can add 2 Crossfire bridges for 600 more. Also the Powercolor AX card showes as R9 200 series for some reason, performance is still fine but fans are wonky past 60% fan speed, leaving them at auto is fine and thermals max at 73c.

Modded a fan onto the Powercolor card with the sapphire heatsink attached, there is no fan control in software so it runs kinda loud but it stays cool under load.
