The Device is locked and needs to be activated, this can be done for $25. The back cover is cracked and the Earpiece does not work. However, the earpiece, back cover and the motherboard cover can be purchased from AliExpress for R113.

Yes and No. It was unlocked, but I accidently clicked "clean & lock" when updating. As far as I know, you can unlock it in normally settings once its been unlocked via the unlock tool.

With Xiaomi you need permission to unlock, which you can't do unless you've got access to the phone, sign in with the Mi account and apply for unlocking the bootloader

This is now not talking about changing chips and stuff, but just something people need to be aware of

This was already done and it was running a custom ROM.
 
The phone was purchased from a carbonite member with a custom ROM installed. I got tired off it and wanted to back to the stock firmware. I did not know it was locked, so I was surprised when I reverted it (pervious owner does have the details). But it was too late to go back as I accidentally clicked "clean and Lock", hence leaving it in the current state.
