Purchased a key from this gent today (great service) - activated a copy of Office 2019 Pro Plus that I had acquired independently ahead of time.

Was not requested to sign in with a Outlook/Microsoft linked account so my best guess is that this activates in much the same way as a Win 10 license does i.e. it fingerprints your hardware.

So a reformat should be chilled as well as minor hardware changes.
