ONTs are generally not the property of the ISP or end user, they generally (probably always) are leased to the end user by the fibre network operator...

It's the property of whoever your actualy fibre provider is (that looks like a metrofibre unit).

It will also be configured specifically for that network.

Further... it's not really a useful item for sale, most fibre networks will not configure any ONT that is not owned by them. They want full control of the device as it poses some interesting security risks for them.
