Please excuse me, I am not used to the new Interface in creating a new Thread, If I click on AD Manager, it shows a list of AD Charges when wanting to create a new one.

I just want to create a new thread to sell a device.

You need to create a thread, not buy an advertisement (banner ad) for on the site. You do that on threads, not in Ads Manager.
