There's only 2 ways to get it: Buy the Borderlands 3 Full game, or buy the Psycho Bundle in-game in Fortnite BR. So since the Psycho Bundle isn't in the in-game shop anymore (and we don't know when it will be coming back), you're pretty much forced to buy the full game if you want the Psycho Bundle at this point.
