Best free backup software

This is a question that has annoyed me for a long time. I am looking for the best free software to backup a windows partition to an external hard drive.

How do you want to back up?

once? frequently? incremental? full back ups every time?

Im not too sure, incremental is the easiest but I don't mind formatting the backup hard drive and doing a full backup once a week.
