Win 8.1 and BIOS UEFI issues. Spent 3 hours letting the laptop boot loop and finally boot into a pre prepped win 10 OS disk.

Rebooted a few more times over 2 hours and finally got into the BIOS to clear it and flash the latest bios on. Issue fixed. Was a lesson in patience.
