It's unfortunately not criminal, it's civil. I didn't do due diligence a few years ago and a guy that built kitchens ran off with a R24k deposit, SAPS informed me that if there was any agreement it suddenly was civil. (Even with absolutely no intent to pay, I really don't understand why).
