    Based on what you said you probably don't have it on globally, which is good. For shooters a frame cap is better than vsync, it still helps reduce tearing but the input lag is not as bad as with vsync. 85 fps cap would be silly, 90 would be better, multiples or halves of your monitor's refresh...

    Run HWINFO and check if you get thermal throrrling (It has a specific section for that), on the CPU, if so, you need to check your cooler, paste and seating.
