PC power cycling when cpu installed

Morning

TLDR: My NAS got wet in heavy rain. Was only the bottom portion of the motherboard. It wouldn't power on anymore and the motherboard is full of corrosion where it got wet. Got a replacement board MSI Z390-A Pro and I have a Core i5-9500 cpu installed and 8 gig generic DDR 4 ram

The new board keeps power cycling when the cpu is installed. It stays on with no cpu installed. So could be 2 things 1) CPU dead (RIP) 2) Bios needs to be flashed

Anyone in the east rand/jhb area have a cpu compatible with Z390 chipset lying around that I can borrow to flash the bios?

check your ram first.

So tried multiple different makes and brands. tried different combos as well

4 gig 1 slot, 2 x 4 gig, 1 x 8gig different brand from my main PC

All the exact same symptoms
