GPU died but still showing up

On Sunday evening I shut down my PC normally and when I tried to turn it on again on Monday evening I was met with no bios screen but by the way my case LED's were behaving I could tell it was in windows.
I plugged a monitor into my onboard HDMI and the GPU showed up in device manager but not in task manager or MSI afterburner.

GPU 6700XT

I tested my system with a 1070 from a friend and the PCI slot and power supply are still working
Motherboard is 2 weeks old so I doubt it is the problem
I have done a DDU


The GPU has a bios switch
Forward (has never worked) and shows the following in device manager
"This device cannot find enough free resources that it can use (code 12)" It was an ex mining card so it could be a custom bios
Backward is what I have been using
Shows no error but the card does not work

I have taken the card to a friend to test if it was just my system but it does the same thing.

Any advice on what I could do?
Is it officially dead?
