Only if you read the "about" section in detail, otherwise at a glance the micro-transactions heavily implies you need to buy the item/ability behind the paywall in order to use it in the game, which is by nature what micro-transactions are expected to be. It's not an insurance contract you buying, so there is no reason for someone to look beyond the self-explanatory item name, thinking "oh gee maybe I should read the fine print as maybe they might actually be giving this away for free".
Well, I think the character edit and pawn change DLC are not available other than buying it.

I get you, most people would rather read a game review article with a click bait title
 
DLSS, FSR and frame gen has become a crutch for poor game optimization rather than a tool to help achieve even higher frame rates on a good foundation. Companies would rather just slap it on there as a quick "fix" instead of optimizing it to run well. Nixxes has had stellar ports since Deus Ex: HR so I'm not surprised by the good performance of Horizon: Forbidden West.
Kind of mirrors my feelings on what happened once the internet became widely available. Add-on content and DLC are cool, yes, but a 10GB patch on Day 1 of the game being released...? Can't help but feel things were not yet ready.

However, given games are being pushed to eventually only be digital downloads, maybe this will be a thing of the past.
