4GB is not enough, and def not "plenty". Get 8GB RAM. Your disk usage is high because you've run out of RAM and Win is swapping to the disk & back to RAM.
Also, while you're at it grab a SSD, you'll thank me
Sorry if I missed it but can you post your system specs (CPU, RAM, mobo) and also a HD-Sentinal report? Also what type and speed is your internet connection?
Can you replicate the issue in safemode? Have you tried to repair the OS using the DISM set of commands? Have you tried changing the SATA cable and making sure your on a SATA 3/SATA 6Gbps ports & that those speeds are enabled for the port in the BIOS ?
