Support When to give neutral feedback?

Hi, I would like to know when or in what situation should neutral feedback be given?

I recently wanted to make a deal with dotnerd. After establishing that I wanted the item, we started a conversation to arrange pickup...I am limited to transport during work days and needed to confirm if dotnerd would be willing to bring the item closer to my office (which I assume he was not) - I also offered to go to his location if the bus services permits. I have had no feedback from the seller for a week until I left a neutral rating and backed out of the deal.

Was this a mistake on my part?
 
Did you at any point in time confirm anything?

I've attached an extract of the PMs - would you say this is the average behavior of members?

Yeah no that rating is premature. He didn't commit to anything. I deleted the rating.
 
I'm just going to say this - @BUcKeT777 - price discussions in thread, jumping the gun on that neutral rating, opening a support thread drawing attention to yourself not adhering to rules :D - I think you should read the forum rules as a start. Members take ratings VERY seriously and by rating a long standing member neutrally for silly reasons is just absurd.

Are we allowed to attach PM's for all to see?

That is why he is asking, everyone on this forum started somewhere. If someone says R200 and he will take it he did make a mistake for price discussion in a thread that is against the rules. But also the OP did say he will message him, but also did not help him by saying no price discussion in thread like he should have done ( Because he has 42 itrade's, not a very good member then) But yeah @BUcKeT777 get the admin to assist with this or maybe remove it if it was not correct. After that go have a good long read at the rules it will take you a long way on the forum.

Next time I'll qoute the seller's dropped price with the "I will take it" as I can see how it currently looks like a negotiation.

Also, I might be getting old, but can someone please link the full forum rules? Could be that my mobile is difficult to navigate (will remove this if I find it on the PC version)
