Very poor service from a reseller

Description of Bad Deal:
On the 1st of March I contacted @Wraith to buy this card:
I told him that I need to do a cash deposit the next morning and then I will transfer the funds and he said it's fine.
The next day (2 March 08:16AM) I paid via instant eft, he asked for POP and after I sent POP he confirmed he received payment and would arrange courier.
On the next day (3 March 08:07AM) He told me "courier is coming today". At the end of that day he told me sorry he was busy at Uni and the courier has not collected yet, he will send a tracking number soon.
From Friday to Monday I heard nothing from him (4-7 March) until I asked for a tracking number on Monday. He sent a tracking number but it only said failed collection on Friday. I asked him why it wasn't collected and he just said they failed to collect so he asked them to come collect ASAP. At this stage I was already frustrated and asked him for a refund so I can find a card elsewhere. He said the courier was already paid for and that the courier would be there to collect shortly, He can only pay me back if I really need the money. So I told him it's fine I will wait a bit and I told him I was upset cause he doesn't keep me updated, I need to keep asking for a status just to find out about delays.
Yesterday (9th March) I received the card, one week after paying via instant EFT.
The card was very poorly packaged, No box just two or 3 layers of bubble wrap and not even a fragile sticker.
I removed the card in my rig and inserted the R9290 I just received and got no display. I immediately asked him whether the HDMI works and he said it does. Then I tested the card on my wife's system with a different monitor still using HDMI and I found the same result, fans spin but no display. I told him and he said he has no idea, he can refund me and take it to computer mania to have it checked again. I told him ill do some more testing as I would really prefer to keep the card.
I realized that when the card is in the PC doesn't seem to boot as the keyboard and mouse lighting doesn't go on, also if I use this card in a slot and I remove it to put my other card back then it also doesn't boot. I have to startup with on board and then put my old card back to get it going again and it does the same on my wife's system.
I told him this and he said he will refund and check with computer mania. This was yesterday morning 10:53 AM 9th March.
I send him my banking details and properly wrapped and packed the card for couriers to collect.
Since then he has been online on WhatsAPP and Carbonite but he just ignores my messages. Since this morning my messages only show one tick so I think he has now blocked me.

My 10c: I used to do shipping for him through Carb - he is quite poor with communication & the autonomy surrounding it (not defending at all but just stating my observations) + has a habit to overfill his plate (not great at admin too).

@Wraith just responded via Whatsapp with the following:
"Hello, i'm going to pay today - had some issues yesterday with TCG messing up my cpu"
I asked for an instant eft and for him to send POP.
He said "can do". Will update when I receive payment.

everyone knows me, im honest in dealings. My phone died last night and therefore I couldn't pay, @ScuBaLlama told me about the thread as soon as my phone went on and for sure I wouldn't scam anyone - I have refunded him fully as soon as my phone came on today.

Yes but this poor communication is a pattern now and you need to step up. He had to constantly follow up with you while you had his money within a day.

I do expect a rating from both sides regarding this deal and how it truly went. Refund or not.
