Unfortunately there is no method of washing/polishing that will fix that, only re-spray will fix that.
The chernobyl chemical boils the metallic paint underneath the clear coat changing the way the flakes lay.

Awhile back I saw some nice tricks for removing tar and other shit from your vecycle without damaging your paint. A ordinary can of Q20 oil.
Did try this myself a few times with great resolts. Maybe it will work for you too. Spray it on and leave it a few minutes and clean it with a dry cloth. Can wash the car after with car shampoo or whatever...
