Sleeving AIO tubing for Corsair Hydro Gen

Asking for a friend if there is anywhere in South Africa where one can buy something like this:

How do you sleeve it without removing the pipes?

Doesnt look like its a tube, you get a flat sleeve and fold it around the tubes

Ok, that seems a bit tacky, wouldn't split open on the opposite side of the bends especially in the middle?

I doubt it, I would assume the sleeve is a bit "reinforced" so that it keeps its shape?
