Program to Design the Look of Windows Programs

Hi all.

So I hope I'm explaining this correctly.

I have zero programming skills but I need an app/program that will allow me to design just the look of how i want a windows program to look like.

Is there anything where i could just drag and drop for example, dropdown menus, notifications, grids etc, the standard windows stuff, so i can show a developer what a want a program to look like. Even not so much a program but new options /screens inside an existing program.
Developer uses visual studio.
 
It is worth a shout to try Canva (Web-based). Literally lets you put something together in minutes.
 
I know it's basic but can't you just draw it on paper ?

If not then take a screen shot or print screena and move around in PowerPoint or paint or photo shop ?

Most basic ways I can think of, else you can build in Delphi but a lot of extra work

Adobe XD, Figma are great. Also if you have a couple hours to learn frontend you can use WPF or WinForms in Visual Studio to create a windows UI
