No such thing as best setting. Each card is unique. THat said I was able to get my 970 G1 to the same speeds as OC model 980's.

I agree. When you buy a graphics card its a silicon lottery, you dont know what you get until you test it. NORMALLY you should be able to push out enough additional power to run neck to neck with the 1 higher model (factory OC), that's IF you got a good card...meaning you could get that card to run in par OR even ever so slightly better than a 980 OC.
I have had it before where I bought 2 cards to run in SLI/Crossfire and when I load the same profile I have managed to get best results for the 1 card, the second card crashes immediately and had to lower my values.
You going to have to play around and test yourself bud. There are many posts on youtube where guys give the OC values they achieved and you can use that as a guideline.

I've always been able to get my cards running neck and neck or above the card above mine, and then some. I usually max out all voltages and then start with the core OC, in 25 or 50Mhz increments, and when things start going pear-shaped, I go down in 10Mhz increments until stable.

Cooling can't be stressed enough. Make sure the fans are fed/have access to clean intake, as well as having good airflow over the top of the card. This also stops the CPU fan sucking in all that hot air, causing CPU temps to rise.

I remember getting my 8800GTS/X from +-550Mhz core to 700odd, can't recall the other specs but I know on paper it was faster then the best XFX 8800GTX.

Also got my GTX570 Twin Frozer 3 Power Edition (damn I miss that card) to just over 1Ghz core, from 770, think I got the VRAM to 2Ghz. That card outperformed the 580 lightning in most games with the OC's.
 
Yeah, when I tested my Vega 64 that many people so claim to be between the GTX1070 and GTX1080, I got the Vega to outperform an overclocked GTX 1080 OC edition. Once I got myself to achieve that I was happy and went back to run the Vega at factory OC with custom fan curve....LOL
