New upgrade kit gives no display output or power to peripherals

Hey all, so I just purchased this upgrade kit from evetech.

AMD RYZEN 5 1600X TUF Gaming Upgrade Kit - Best Deal - South Africa

After I installed it without hassles I started my pc and all the fans spin up, cpu cooler revs to max but no output to the displays and no power to the peripherals. It will stay like that until I hold the power button down, It wont shut down if I just press the power button once. I unfortunately don't have a motherboard speaker so I cant check the beeps.

Things I tried:
different ram in different slots
held down power button without pc being plugged in for 30 secs
replaced cmos battery
took out gpu and ran it from onboard
removed storage.

old/current pc specs
msi 980
asrock z87 fatality killer motherboard
i5 4670k @4.5ghz
16 gigs 1333 ram (4x4x8)
corsair 600w psu (psu was working fine before so im hesitant to think its that)
phanteks p350x case

Looks to me like the motherboard was DOA and I just need to contact evetech support. Figured I would post on here just in case I've missed something.

Is the 8pin /6pin power at the top of mobo plugged in properly,

I had this same problem when i got my new board, the connectors werent making contact ,, once i got it in, it booted.

Aswell make sure no bent pins on board

It will be bent pins on CPU if any pins are bent. AMD uses ZIF socket still. But check all connections yeah. Check with other PSU as well.
 
I did do a once off look when I installed the cpu and it looked fine, I'll give the cpu power pins another look at, maybe I didn't get them in all the way. Thanks for the answers. I'll also find another psu to test but it's such a mission to swap and change.

What monitor do you have and is it connected through DP/HDMI/DVI?

I had an R5 1600 and had a lot of issues with no screen output but PC fans running etc and after a lot of trial and error I figured out it was the issue of the monitor and an older GPU. Try this - press the power button on the monitor before you press the power button on the PC. On the monitor check if it has an input selection menu or similiar in the osd settings. After you select the correct input start the PC and see if it displays properly.

So i don't see you listing a gpu in either of your posts. Are you plugging the cable into the mobo or gpu (assuming you have one?)

EDIT: My bad, that's what I get for just skimming - yeah, plug it into the GPU, not onboard.

Just asking cos the 1600x doesn't have onboard graphics, so plugging into the motherboard hdmi port isn't gonna work.

Know it's a "simple" guess, but hey, I've found 9 times out of 10 the simplest answer is usually the right one

Oh shit I didn't realize the 1600x doesn't have onboard xD. I have a MSI 980 that I listed on the top which I used hdmi and display port for, neither monitor turned on. Will plug it in again though now.

And yeah it is the same older screen as the one mentioned, on hdmi.

For me the smoking gun is the peripherals not turning on, I feel like the screen is probably suffering from a similar issue since they are on 2 different connections. Will try all the things listed above though.

The USB controller might be set not to start until OS is started. This is a feature with UEFI bios to get your pc to boot faster into OS.

Is the board & CPU compatible? Incompatible units have been sold as bundles before.

Best thing is to grab a diagnostic speaker, remove the RAM and see if it gives the classic "no ram" beep (loud and constant).

should be.... 1600x is Zen, and the TUF b450 is well a b450, so should be "backwards" compatible without needing a BIOS update. BIOS update would only possibly be needed if it were the other way around, say a 2700 on a b350 chipset

Yeah I figured the same thing, shouldn't need any sort of bios update. I think I'm gonna have to get a speaker tomorrow.

Are you plugging the USB's etc into the case's usb ports or directly to the motherboard - like at the back....

Also, with hdmi connected to the 980 are you at least now getting a display and is the system booting?

I tried both ports front and back and neither worked. The 980 started in the pc then I removed it.

Basically just the power on the motherboard comes on.

Honestly doesn't sound like a dead board to me, sounds more like a misconfig.

check your UEFI and just recheck all cables/connections etc... reseat your ram, unplug and replug your 8 pin, 24 pin, sata cables, etc. Just unplug and replug everything you can and try again.

Yeah Im going to dis-assemble it and just test it again outside the case. Thanks for the help.

Try a different mouse and keyboard as they could be shorting?

Are the lights on the board coming on? If yes sounds like you have a shorting issue with psu, case, mouse or keyboard.
