The 7950X is faster than the 13900K in Puget's Premiere Pro benchmark, but depending on your specific needs it's worth looking at other reviews and benchmarks to be sure which is better.
According to Techspot's review, the 7950X handles high temps much better than the 13900K (the 13900K throttles heavily, while the 7950X barely slows down). So if you're limited to a 280mm rad in an NR200P Max, that is an important consideration.
