Support New member etiquette suggestion: Classifieds [Improvements]

Greetings everybody,
I have been a member for a decently length amount of time and with regard to the new members posting adverts, or are replying to existing adverts my suggestion is:

-For all new "for sale", "trade", "wanted" adverts the default template should be auto generated and preloaded into the post details as a guideline so users are forced to brief through the template before deleting it.
-This can have a specific use case for new members without x - (int) no of posts or "member since" years.
-For users who fall into the "noob" category, they should have a quick popup of a few critical classifieds specific rules which is mandatory to scroll through before posting their reply.
-Flag all "suspect" (posts with the above criteria) new user posts in classifieds to a review system for moderators to review and enforce apon.

These are just my quick late night thoughts after getting irritated, Moderators feel free to delete my post if everything I have suggested already exists. Or is already being worked on.

This is already done when users create a thread

This is for ALL members

We forward people the rules upon registration if they don't read this then they won't read a popup either

-Flag all "suspect" (posts with the above criteria) new user posts in classifieds to a review system for moderators to review and enforce apon.

We don't have the capacity or time to do this, we rely on members to report such posts and then we will look into it. We have a lot of flags warning us, but a system cannot catch them all tbh. Sometimes common sense is also needed.
