Need advice on cpuid

The image is a screenshot of my laptop's cpuid info. The performance of the laptop is suddenly very poor, and I was wondering if that core speed of 500MHz indicates an issue? Should it not be around 2200?

Everything stutters and takes ages to load, even though task manager shows cpu utilisation at less than 30% and memory at 50%.

 
The core speeds periodically boost up and down. That shouldn't be the issue. You should check your task manager for disk usage. If it's constantly hitting 100% usage, that'll definitely be part of your issue.
 
If the cpu is not under load it will downclock to save power. While under load it should at least keep to the base clock of the cpu which in your case is 2.2ghz. Maybe background tasks are bogging the system down.
 
Also, looking at your CPU, it's a 5th Gen 2C/4T. An upgrade is definitely recommended. It's the best fix. It's truly sad that it took Intel until Coffee Lake to finally increase the core count of mid tier mobile CPUs.

A SSD, extra Ram and good clean up, and the laptop will still be very usable.
Yep, get a 2.5" SATA SSD (since I doubt your laptop would have any mSATA/M.2 slots) and see how much RAM your laptop model can handle, and whether it has a spare RAM slot. Also, if you wanna keep that hard drive you've got now, I'd recommend getting a 2.5" HDD enclosure.
