To be honest I have no idea how he can have 55 champs and only be level 5.
Unless he used money to buy the champs, or he made a typo and its level 50?

Some more info on this? Is it really only a LVL 5 account? Skins?

Yes it is only level 5. And there is only 1 skin but lots of top champions.
