mmmmm, interesting. Usually when you are having trouble connecting on the local network the problem such as this indicates cable problems, however the laptop connecting makes it a bit more tricky.
Some ideas/suggestions/things to check:
1) do both your desktop and laptop have same or similar network settings (it is possible, for example, that desktop is set to auto DHCP settings, while the laptop has manual IP settings. Thus, the laptop is getting the IP address because it's done manually, while the desktop is not). Is this the case by any chance?
2) is the LAN port/adapter on the desktop a built-in one (on the motherboard) or on an add-on card? If on an add-on card it could have gotten out of its PCI/PCI-e slot while being moved - perhaps check that?
3) is there a way that you can use another LAN cable to connect your modem/router and the desktop machine (even if temporarily)? perhaps connect a few shorter cables together, or take the desktop machine temporarily back into the study and plug in a different LAN cable into the desktop machine and check?
4) (not very likely but may be a possibility) - try to plug in the long LAN cable you laid down into another port on your modem/router and see if that changes anything?
5) (if you have the crimping tool and spare plugs) - replace the network plugs on the long LAN cable with new ones - it is possible that the contact between the LAN cables and plugs is not firm enough, thus not giving you the IP address on the desktop machine (not very likely but worth trying)
6) last but not least check the LAN cable along its full length, for any cuts, larger bruises etc. that could point out to damaged cable along the way.
The lesson for me would be to, in the future, test the cable on the target machine before laying down the cable across the entire house.

1 = where do i check the DHCP settings? and i have checked if it has the same settings under right click properties on the local area connection 2 and then configure, everything looks the same.
2 = built in Z97 gaming 3 motherboard /i7 4790 / gtx 680 / ssd 250 / hdd 2TB / 8gig ram / 850w ps + latest drivers are installed and dont have antivirus and other programs that could block it.
3 = as we speak , the pc is now again back at the study room , with a short telkom yellow cable and just plugged it in and works 100%
4 = have tried this , not working with my pc , only the laptop ?
5 = i want to try this , where can i get this parts or is it easier to hire an IT guy for 20 minutes here in pretoria east? haha
6 = brand new cable everything is 100% clean
(another strange thing is when i plug the long lan cable into the laptop , it shows that its connected with my girlfriends wifi at her house , it doesnt say ethernet or anything it says wifi home )

Hi there , its a telkom netgear N300 black router , quite new . like i said laptop works via WiFi and LAN cable but no connection through my PC if i plug in the LAN cable
If it isn't so already try setting a static IP on your PC.
I have tried this , not working , have also tried setting the speed from automatic to 10/100 1gbps ...
