Intel server not posting

Hi guys, recently bought this intel Xeon server. Specs:

Cpu: 2x Xeon 2620 v4
Board: Intel S2600CW
Ram: 4x 8gb 2133mhz
Psu: 2x R1lA2651A 650w

So far tried i tried reseting the board, tried a gpu, tried 1 cpu and 1 ram stick. Board gives me no beeps but will when it detects issues. Green led is beating. Gpu turns on for a few seconds and then switches of. No fans are spinning.

These boards will sometimes give you the finger if it detects "insufficient thermal solution". It requires a certain number of a certain fan type before it will boot.

If the fans are retail fans it is something as simple as bridging pin 1 & 2 (cannot recall exactly, verify before you do it).
 
Update: I tested the ram. Funny enough al 4 sticks are dead (De hell?). I am in the process of getting some ecc memory. The PSU is not the issue here, i tested it with another one and it's secondary/backup PSU. As for the fans thought i will plug all of them back in. :)
