Help - Borked PSU providing too much voltage

Hi all, unfortunately this is a boring friday thread (sue me)

I have an old 600w chinese brand psu that has been working fine for years. It started to change its mood once i removed it from the system it has always been in.

So if i plug it into the 24 pin on the motherboard, the psu light flashes orange but as soon as I remove it the light becomes solid.
If i jump it with a paper clip it does start and the light stays green. I usually leave it in the paper clip mode for an hour or so then once i plug it into the motherboard it works fine again. I reckon it sounds like a capacitor issue, almost like the psu needs to charge up.

I just got me a multimeter at home so decided to test the voltages :D This is where i get confused
whats supposed to be:
5V is 7V
3.3V is 4.35V
12V is 14V

So it seems like everything is just slightly overvolted but at least it's consistent in its wrong voltage. I don't know if i'm missing something, I'm new to the technical side of things

RIP, I realise it's broken but how has it still being powering a pc in this state?
You need three things:

Money in your bank account
A black bag
An arm to lift the lid for the bin
